The development proposals address the objectives of the various published strategies of the Council proposed for the Heritage Quarter.

Principally these objectives are:

• Gravesend Heritage Quarter will be a mixed-use commercially sustainable development for all stakeholders and will include retail, employment uses, residential, hotel and leisure.
   
• Significant improvements to the scale and quality of public space with enhancements to the pedestrian route linking these spaces. Particular emphasis is placed upon the safety

of these spaces and the use of quality materials and lighting. New areas of public realm will have distinct character which connect the development with the rest of the town.
 
• Enhance the setting of the four existing icons improving both near views and longer vistas within the town. Provide new modern riverside residential apartments to celebrate Gravesend in the new millennium.
   
• Make the town centre an evening destination.
   
• Improve the river walkway and St. Andrews Garden.
